Caution urged as India begins issuing tourist visas after 19 months

India has reopened its borders to overseas travellers for the first time in 19 months. From Oct 15, visas are being issued to select travellers, with a wider rollout expected next month. The reopening comes as daily infections dip. However, some are worried the country is opening up too quickly.
