Civilian AR-15s typically have a longer barrel "twist rate" which is the length it takes the rifling in the barrel to spin the bullet one rotation. Typically this is a 1 in 9 twist that is designed for lighter target and varmint ammunition.
Military grade M4 rifles, which are used by the U.S. Army, have a shorter twist rates to stabilize armor-piercing ammunition.
Ukraine does not need small arms at this time. Sending AR-15s to Ukraine would create a logistical headache because the their standard rifle, the AK-74 uses a different kind of ammunition.
This would result in no appreciable advantage and would take precious logistical space away from equipment and weapons that are needed.
